The document is built into this research project: "Occupational characterization and identification of entrepreneurial intention on the families of the Santa Fe neighborhood, associated with the ´Children of San José´ project" and is based on the review of literature related to this population, to the concepts of entrepreneurship and to the entrepreneurial intention. It starts with the review of the general concepts of vulnerability, associated with the conditions of economic inequality and the projects and programs from the national and the local governments that promote going from informal to formal employment, as a way to overcome the vulnerability. Subsequently are also reviewed the concepts like entrepreneur, entrepreneurship, enterprise; such concepts reinforce the intention of creating projects within this population. The entrepreneurial intention needs to be seen from the point of view of the factors related to the person, the environment and the social-demographic characteristics, and under the proposals of different authors that define characteristics, approaches, factors and attitudes. The reflection on this article, leads the authors to conclude that: - It is possible to carry out business creation projects with vulnerable population; - It is required an entrepreneurial environment and motivation for the entrepreneur to feel capable of achieving the goals; - It is necessary the integrated effort of the community, the universities and the business companies; - And, that all the above, in the long term, will enable this people to overcome their vulnerability and to contribute to the economic and social development of the ‘Barrio Santa Fe’ in Bogotá.
